People are entitled to vote for whoever they want, even if they are whales. I am sure if you do a stats on anyone 60% would be to the same accounts. This is call social networking. This is want following is! You follow and vote the same person because you like their work.
If you go on the trending page I am sure you will realise that @sweetssj is one of the few ones who actually make quality content. Why don't you, as she's said, take on someone who is actually abusing and self vote multiple posts that are just crap? I am sure you can find many out there.
